Social cohesion and articulation are challenges for citizenships and organizations of the century. Despite all the efforts and progress, being an issue of concern to international and local organizations, and afflicts countries and communities; Ibero-America is not without it. A new way of thinking about social cohesion and articulation is that proposed by the Estrategar project, which works as a communication lever and articulator of the work center relational man. In this logic, it is intended to work research from a gaze directed toward the meaningfulness; this is the property of the qualitative sense, it is based on the perspective of Qualia which generally refers to the subjective qualities of individual experiences. The socio-communicational model presupposes a relational space (communication interface), high participation and collaboration, therefore, co-constructive. The context on which to operate and relations and social cohesion must be articulated joint co-construction and co-creation; this ensures greater likelihood of communicational effectiveness. The research is in its third phase (the first was presented at the Second World Congress on Communication Iberoamerican University of Minho, Portugal; the second in the XI Iberoamerican Forum on Communication Strategies, Chile 2015), works on the relevance and value of the relationship in communication processes. It focuses on the interest of the “process of creating value” as an experience of shared communication by the organization and citizenship, the relationship between them and their stakeholders (stakeholders) to reach an explanatory and descriptive proposal function communication in the development of a social organization. The central question to be addressed is: what or whom will the connections, relationships and linkages, joint type of difference as well as meaning and significance for social cohesion and joint Challenges as citizenships and organizations of the XXI century?
