Given the overwhelming reality faced by the majority of nations, like Mexico, where a socioeconomic crisis manifests from various ways, a very New Strategic Theory (NST) appears in response to a claim for finding solutions due to the inefficiency methods used in the past. From this vision, we focus this research through a case study in a Mexican community, Petaquillas. This community is located on the outskirts of Chilpancingo, capital of Guerrero state, where its inhabitants are harassed by the insecurity. Petaquillas suffers the presence in its territory of drug gangs and the absent response of government. Due to this situation, the inhabitants of Petaquillas decide to organize themselves as civil society to find solutions to the serious problems facing them and deny the right to achieve social harmony in safe circumstances and in peace. The design of this research arises from the qualitative paradigm based on the approach of the New Strategic Theory, in which social actors in a community are integrated in the search for new strategies. In this process, as required by the NST, communication plays a fundamental role that allows the use of viable tactics of the stakeholders aware for the socially problem solving.
