The objective of this study is to present the main aspects of the political-electoral behavior of the city of Cartagena de Indias during the first decade of the 21st century. In particular, we will focus on the mayor elections in the city. This work progresses in two parts. The first part presents the theoretical components of the methodology used. Here we present the most relevant aspects of a comparative and categorical matrix approach, where the features and characteristics of the voters from Cartagena are extracted, with the intention of being able to identify behavioral patterns that will allow, eventually, to define propositional strategies for the improvement of the electoral exercise.The second part presents a perception analysis from the application of a social survey to a representative sample of the electoral census, with the intention of comparing the previous categorical analysis with information emanating from the voting community of the city. Everything is framed in the line of Research Democracy and Civil Society of the Research Group of Political Sciences, GIDECP.
